is the cliff suppose to be surrounding the house or is should it be filled with water cause mine wont fill with water at all

nexsys, this was built on a lot on a cliff in Sunset Valley. It's in the post. The lot was never meant to be filled with water.

This house is amazing...I'll put my cop sim in this house. But are you ever going to remake this lot a little bigger, say on a 6x6 lot because I think its a little crowded (absolutely no offense). But if you get the time remake it.

The garage is in the basement and is accessible through the two elevators on the right side of the house I didn't upload a picture for it though.

It's probably just me though, but when I tried to extract the files (I'm using WinRAR currently), it said that the file is corrupted? Unfortunately I can't use it
I really want to place my Sims in this house though, maybe it's just that I need to change extractor program...

When that happens to me, I just redownload the file. It's usually just a case of a bad download (like, your browser decided to make fun of you just that time).
I tried it just now just to make sure, though. There's nothing wrong with it.

When I try to place this on a lot it just loads and loads and loads forever and I have to restart my computer because it just gets stuck in the processing screen. Anyone else have this problem?

This is beautiful! I was contemplating making my own Tony Stark house for my sim Tony and Sim Pepper, and now I don't have to! Like you, trying to figure out how to make his house as awesome as it looks in the movies made my head hurt, but you have done a truly awesome job with this!
